James Bay Neighbourhood Association (JBNA) Committees and Members

JBNA Committees exist as an extension of the Board. Board Committees operate under Terms of Reference which have been approved by the Board. These committees monitor activities within James Bay, research issues, and make recommendations to the general membership.

JBNA committees are focused on the physical character of James Bay and new developments, transportation, parks, walkways, and environmental concerns. JBNA committees are working to address the quality of life challenges which result from the transportation sector, including cruise ships, buses, ferries, floatplanes and helicopters.

In addition, JBNA members are actively involved with City of Victoria forums. The membership also advocates for rental and social housing.

Density, Development and Character (DDC)

The DDC’s purpose is to make recommendations concerning housing and heritage issues for discussion/inclusion in the revised James Bay Neighbourhood Plan. Streetscape inventories and other information are collected.

Development Review (DRC)

The DRC committee is composed of Board members plus JBNA members appointed by the Board.

The DRC holds a preliminary meeting with developers to review re-zoning proposals, as required by the CALUCS process. The developer is asked to provide data on the proposal by completing the DRC form developed for this purpose. The DRC meeting is an opportunity to receive information from the developer, and to discuss the requirements of the James Bay Plan. A DRC member reports on the proposal to the members monthly meeting, prior to the developer’s presentation.

Cruise Tourism Committee

The CTC committee is involved with the Cruise Tourism Partnership program of the Greater Victoria Harbour Authority. Activities are currently focussed on traffic issues associated with Ogden Point, with emissions testing of tour buses serving cruise ship passengers, and with the shortage of and need for more parking areas for tourism buses away from Ogden Point.

Parks Committee

Public green spaces, including parks and waterfront areas make James Bay very ‘green’, and are integral to the livability of our neighbourhood. These green spaces, and the paths through and around them, are the focus for this Committee.

The Committee keeps apprised of and informs the community of park maintenance and development. Pathways through or adjacent to parks, including the Harbour Pathway Plan, are within the aegis of the Parks Committee. Current activities have been focussed on the redesign of Fisherman’s Wharf Park, the Urban Forest initiative, and the Beacon Hill Park paths improvement program.

Quality of Life & Environment Committee (QoL)

The QoL committee connects the JBNA with the City of Victoria Sustainability Framework, coordinates quality of life indicator studies, and works on current initiatives directly related to known James Bay quality of life issues, particularly those related to noise pollution and air-shed quality.

Current initiatives include ongoing analysis of Quality of Life issues, traffic noise assessment, aerodrome noise, hop-on/off buses, cross-walk additions, and the social costs associated with the James Bay people movement problem.
