James Bay Neighbourhood Association (JBNA) Committees and Members

JBNA has active committees which monitor activities within James Bay, research issues, and make recommendations to the general membership. These committees are focused on the physical character of James Bay and new developments, transportation, parks, walkways and environmental concerns.

JBNA is exploring partnerships with other groups to assist in addressing challenges which result from the transportation industries, including cruise ship, bus, ferry, floatplane and helicopter businesses. In addition, JBNA members are actively involved with City of Victoria forums and committees. The membership also advocates for rental and social housing.

Density, Development and Character (DDC)

The DDC Committee’s purpose is to make recommendations concerning housing and heritage issues for discussion/inclusion in the revised James Bay Neighbourhood Plan.

Specific Activities

  • Study the current Plan and propose revisions and updates.

  • Recommend policies, practices and projects that will support the preservation and enhancement of James Bay’s unique character and heritage neighborhoods.

Development & Review (DRC)

The Development & Review (DRC), composed of members of the JBNA Executive and appointee(s), meets with developers for reviews of current development proposals and provides a report on the proposals to residents at JBNA monthly meetings.

The JBNA participated in the development of the CALUC process. The Community Association Land Use Chairs, representing Victoria neighbourhoods, developed the CALUC process in cooperation with the City of Victoria and the development community. The CALUC process ensures that all parties are working from the same information base during a rezoning process and provides for fair notices of meetings.

James Bay is and will continue to be a desirable location for development. Several development and/or rezoning applications are considered each year.

Environment & Parks Committee

Environmental issues are quality of life issues to James Bay residents.

Public green spaces, including parks, waterfront and two community gardens, make James Bay very 'green', and are integral to the livability of our neighbourhood.

James Bay is bounded by water on three sides and a park on the fourth. We are “at the end of the line”, not a pass-through community, so transportation corridors and their uses have an environmental impact with respect to noise, air, and physical space.

Noise and air pollution associated with tourism affect us. Also contributing to these problems are floatplanes and helicopters.

The Environment Committee is developing an inventory of James Bay’s natural amenities.

JBNEA members are involved with the City of Victoria Parks Master Plan Update.

Transportation Committee

The Transportation Committee researches, recommends, and works toward implementation of strategies to improve traffic, pedestrian safety and transportation in James Bay.

This committee has worked on the development of the Cruise Industry Best Practices initiative and the ongoing James Bay Air Quality Study being undertaken as a UVic research project.

From May through October, the buses, taxis, horse-drawn carriages and pedicabs which serve the tourism industry, absorb the perimeter streets of James Bay - Dallas, Erie, St Lawrence, Belleville, and Superior. Vehicles 'shortcutting' through the neighbourhood are also of concern.

Specific Activities
  • Establish and maintain an ongoing relationship with council members, planning department, police department, owners/operators of multi-person transport fleets.

  • Mitigate the impact of cruise-ship related traffic on residents - in particular, tour buses, cabs, horse-drawn carriages.

  • Mitigate the impact of special events (TC run, Luminara, Symphony Splash, etc.) on residential parking and traffic movement to and from the community.

  • Address ongoing traffic-related safety concerns of residents - speed limits, bicycle paths/lanes, traffic calming, etc.

  • Provide input to BC Transit regarding transportation in and through James Bay, with a view to encouraging reduction of four-wheel traffic in favour of city bus transit, car-pooling, biking, walking.

  • Raise awareness and make suggestions regarding how elderly and disabled persons might have impediments to their mobility lessened or removed.

  • Review existing James Bay Transportation Plan and take appropriate action.
